Introduction. Annual Income Tax Returns (AITR) for Afghan fiscal year 1394 ended 20 Dec 2015 are due one month from today – by 21 March 2016. Tax exemption confirmations from the Ministry of Finance for all tax exempt contracts should be applied for as early as possible because they should be included with your AITR. New BSA visas. Here are the new BSA visa requirements (for military contractors only – employees working under a prime or subcontract to the U.S. DOD or NATO):

Step 1: AHG will process your application through the Afghanistan Investment Support Agency (AISA) and then the Ministry of Foreign Affairs (MOFA) in Kabul. MOFA will send an invitation letter to the particular Consulate where you will be applying for visas. Here are the items required in Kabul:

  • One request letter per batch on contractor letterhead listing your employee names, passport numbers, nationalities and your authorized agent
  • Color copy of AISA business license (3 year license required)
  • Color copy of passports of all employees
  • One NATO Contractor Certificate from Resolute Support HQ
  • $90 government fees paid to AISA (announced 11 Sep 2015)

 
Step 2: Once MOFA sends the invitation letter to the chosen Consulate (listed here: http://mfa.gov.af/en/page/4183/3884), we will email you the invitation letter number. You will then provide that number to the Consulate, and they will issue the visas. Here are the items required at the Consulate:

  • Company request letter includes a list of the names, nationalities and passport numbers of all employees applying for visas and the authorized pickup/drop-off agent
  • One visa application form per applicant
  • Two 4x5cm photos attached to the application form
  • Original passport valid for at least six (6) months
  • Color copy of the biographical page of the passport
  • Color copy of valid AISA business license  (3 year license required)
  • Letter of Authorization (LOA) for each applicant – either from DOD SPOT or NATO NSPA/NCI
  • $360 government fees paid to Consulate (varies by country)

 

BSA visa renewals. Here are the BSA visa renewal requirements in Kabul, for employees with existing 1 year BSA visas:

  • Company request letter includes a list of the names, nationalities and passport numbers of all employees applying for visas and the authorized pickup/drop-off agent
  • One visa application form per applicant
  • Two 4x5cm photos attached to the application form
  • Original passport valid for at least six (6) months
  • Color copy of the biographical page of the passport
  • Color copy of the previous 1 year BSA visa (30 days or less left on current visa)
  • Color copy of the most recent entry stamp on passport by Afghan immigration officials
  • Color copy of valid AISA business license of the contractor (must be 3 year license)
  • Color copy of company photo ID of the applicant (non-military ID acceptable)
  • Letter of Authorization (LOA) for each applicant – either from DOD SPOT or NATO NSPA/NCI
  • $800 government fees paid to the Ministry of Interior

 

Visas for non-military contractors. An entry visa via invitation letter is required first, then once the applicant is in Afghanistan, a 1 year work permit is obtained, followed by a 6 month work visa, which is renewable for another 6 months. The documents required are similar to the above, except that a 1 year AISA business license is acceptable, and instead of a NATO Contractor Certificate, employee LOA and company photo ID, these documents are required:

  • Applicant’s educational certificate (i.e., university diploma)
  • Applicant’s CV or resume
  • Applicant’s employee contract

The following fees apply to non-military contractors, which total $780 for 1 year:

  • Invitation Letter from AISA (Kabul):  $30
  • Work permit fee for one (1) year validity (Kabul): $150 (10,000 Afghani)
  • Work visa fee for six (6) month multiple entry (Kabul): $300
  • Renewal for another six (6) months (Kabul): $300

You can search for the best timing and lowest cost options for travel, then confirm your selection via a simple reservation process. Upon payment, the finalized tickets will be emailed to you for convenience instead of hard copy pickup.
